Anuncian el Real Decreto RISP
Un nuevo instrumento jurídico se pone al servicio del #opendata en España. Se trata de un Real Decreto por el cual se desarrolla el Ley sobre reutilización de la información del sector público de 2007.
En definitiva, gracias a este Real Decreto, las empresas y ciudadanos sabrán con certeza que, en general,los datos públicos son reutilizables, podrán localizar con facilidad dichos datos a través del Catálogo de Información Pública y contarán con condiciones claras y sencillas para la reutilización de la información.
Cerraba así su anuncio el Proyecto Aporta, el cual destaca como puntos importantes la obligación de organismos de la AGE a informar de documentos reutilizables y declarar una figura responsable en materia de reutilización.
Si bien esta supone una muy buena noticia para la transparencia y para la generación de mercado a través de la reutilización (los llamados infomediarios), el Real Decreto suscita algunas dudas, como bien se está debatiendo en la lista de correo de la asociación Pro Bono Público:
- ¿Es suficiente un Real Decreto pro-reutilización sin una ley de transparencia?
- ¿Realmente nos pone este Real Decreto a la altura legal de países como EEUU o UK?
Solo nos queda esperar a su publicación en el BOE para conocer el alcance de esta noticia.
